Rogue PvP best in slot at level 20

The Rogue PvP BiS for the WoW Forever beta's level 20 cap, slot by slot, with where each piece comes from. Weapon damage first, and the best sword here carries more of it than any dagger: with no Vanish at 20 you get one Ambush a fight. Stamina next, then Agility, with Strength at half. Forever lets rogues use axes, but the skill starts at 1.
