Level 20 archive. Agility first: in cat form it is attack power, critical strike and armor at once. Then Strength, then Stamina. Unlike in Classic, the weapon's damage counts in a form, and Cat Form gives only 12 attack power instead of 40. So the weapon here is chosen on its damage first, then on its stats.
